This unsavory award has been handed most recently to three organizations in Houston, Texas. What strikes many in this city hardest is that the list only includes ten 'winners' in all and to have three of those be in the same city is embarrassing for many residents who care about animals. Fortunately, new alliances are being made in Houston as people become more aware of the issues Winograd has brought into the national spot light with his list of dishonor inside the animal shelter industry.
